Minister for Housing, Local Government and Heritage, James Browne TD today officially opened a major new housing development in Dublin 15, delivered in partnership between Fingal County Council, the Department of Housing, the Housing Finance Agency and Fold Housing.

The development, located in Hansfield Station Quarter, is Fold Housing’s largest to date and provides 133 new A2-rated homes, including 57 age-friendly homes for older persons. The scheme also includes general needs housing for families and individuals, promoting long-term, intergenerational community living. The properties are made up of 1, 2 and 3 bed homes.

The new homes are bright, spacious and energy-efficient, featuring air-source heating systems, high ceilings, secure access, CCTV and, for older residents, a 24/7 emergency call system. Residents will also enjoy landscaped communal courtyards, underground parking and close proximity to shops, healthcare and public transport links, with Hansfield train station a five-minute walk away.

Meeting the housing needs of an ageing population

Ireland is experiencing a significant demographic shift, with the population aged 65 and over projected to rise from 15.7% in 2022 to over 25% by 2040. As people live longer, the demand for homes that support independent, safe, and connected living is growing rapidly.

New housing projects like this one in Dublin 15 demonstrate how innovative partnerships between local authorities and Approved Housing Bodies (AHBs) can respond to this challenge. Fold Housing is committed to providing quality homes that meet the needs of older people while creating thriving, mixed communities.

Age-friendly, sustainable communities

Speaking at today’s launch, Mayor of Fingal, Councillor Tom O’Leary, commented:

“This new development is a wonderful example of how partnership and good planning can create vibrant, intergenerational neighbourhoods. The age-friendly homes here reflect Fingal’s leadership in developing housing that supports people throughout their lives. I’m delighted to see residents already settling in and making this new community their home.”

Minister for Housing, Local Government and Heritage, James Browne TD, commented:

“We are responding to a housing crisis and need to deliver and activate more homes across all tenures – social, affordable, cost rental, and privately.

“This Government is now delivering on housing in the greatest numbers seen since the 1970s and we are continuing to scale up. I am ambitious and determined to unlock sites, and to get building moving so people have the homes they need to grow up and grow old in safely and securely.

“As Minister, I have been laser-focused on removing the barriers to further delivery of homes – for local authorities, our partners, and privately – and the new Action Plan on Housing ‘Delivering Homes, Building Communities’ launched just this morning will further provide certainty across the sector.”

Minister of State for Older People and Housing, Kieran O’Donnell TD commented:

“This new housing development is an excellent example of what we are striving to achieve in housing delivery for older people with sustainable, energy-efficient homes that support people to live independently and remain connected to their communities. The inclusion of 57 age-friendly homes here in Fingal reflects our commitment to ensuring that older people have real housing choice and security in later life.

“As our population ages, it is essential that we continue to expand the supply of purpose-built, accessible housing that allows people to live safely, comfortably and with dignity. I want to commend Fold Housing and Fingal County Council for their collaborative approach and for delivering a scheme that demonstrates best practice in design, community integration and long-term sustainability.”

CEO of Fold Housing, Kath Cottier commented:

“This new development represents the very best of what can be achieved when housing, health and community priorities are aligned. Fold Housing’s vision is of a society where older people have real choice and a great quality of life. These homes are not just well designed, they’re designed for living, for independence, and for connection. As Ireland’s population ages, we need to plan and build housing that meets people’s needs today and into the future. That means investing in homes that are adaptable, accessible, and, most importantly, embedded in strong, supportive communities.”

This partnership with Fold Housing has produced homes that are not only high quality and energy-efficient but also sustainable and inclusive. The age-friendly element of this project shows how local authorities and AHBs can work together to support people to live independently, with choice and with dignity in their own communities.”

Chief Executive of the Housing Finance Agency, Deirdre Collier commented:

“The Housing Finance Agency is proud to have supported Fold Housing in delivering 133 new homes at Hansfield by providing long-term financing. This development reflects a thoughtful approach to meeting the needs of a diverse community, including older people, through well-designed, secure homes. It’s a strong example of what can be achieved when housing providers, local authorities and other partners in the sector work together with a shared focus on lasting impact.”
